“En primer lugar quiero agradecer al Gobierno de Brasil la organización de este evento que ha demostrado, con su concurrencia, el real interés que existe  en todos los actores de la gobernanza de Internet.

Chile tiene una activa política de promoción de los derechos humanos, en los últimos 30 años sobre todo, y ahora está presente en diversos espacios y lugares de comunicación, como en el caso de Internet. Por lo tanto, nuestro país aspira a que los derechos humanos sean protegidos y garantizados en la red mundial

Por otro lado, creemos firmemente que es necesario promover el principio de neutralidad en la red, y que este principio debe estar presente en la declaración que se logre en este encuentro. Sabemos que es posible. Nuestro país ya lo tiene consagrado en la ley y en la práctica se ha demostrado que es compatible con el desarrollo de las tecnologías de la información y las comunicaciones.

Finalmente, invitamos a discutir sobre la protección de infraestructura crítica de Internet y de las redes, principalmente para considerar esta infraestructura con un sentido de desarrollo social pero también, político, económico y cultural, siendo un elemento integrador a nivel mundial y especialmente latinoamericano. Agradecemos y esperamos que nuestras ideas tengan acogida en el trabajo de elaboración de esta hoja de ruta. “

“First, I want to thank the Brazilian Government for organize this meeting. It has shown with its attendance that there is a real interest in the Internet Governance for all the involved players.

Chile has developed an active policy to promote human rights especially in the past 30 years. Nowadays, such policy is present in different communication spaces and places, such as the case of the Internet. Therefore, our country seeks to ensure that human rights will be protected and guaranteed in the global network.

On the other hand, we firmly believe that it is necessary to promote the principle of net neutrality, and that this principle should be present in the final statement of this meeting. We know that it is possible. Our country already has this principle in the law and it has been shown to be compatible with the development of information and communications technology.

Finally, we invite the attendants to discuss about the protection of the critical infrastructure of the Internet and networks, mainly to consider this infrastructure in a social development sense, but also political, economic and cultural, being an integrator element at the world level, and especially in Latin America.   We express our gratitude and we hope that our ideas will be welcomed in the development of this road map.”
